TWIN TALKS WASHINGTON DC

From Paper to Platforms: Modernizing Infrastructure Permitting for the Digital Age

OVERVIEW

The United States is scaling up infrastructure delivery across energy, water, transportation, and digital systems, driven by electrification, AI-enabled growth, advanced manufacturing, and grid expansion.

Permitting has become a defining factor in whether these projects move forward at pace.

From National Environmental Policy Act (NEPA) and state-level processes to emerging federal reforms, permitting systems are under pressure to deliver faster, more coordinated, and more predictable outcomes, without compromising environmental safeguards or public trust.

Legislative efforts in Congress, including proposals such as the SPEED Act, SMART Infrastructure Act, and broader e-permitting initiatives, are beginning to reshape the policy landscape. At the same time, there is a clear opportunity to improve how permitting works today.

Twin Talks Washington, DC will bring together senior leaders across government, industry, academia, technology and civil society to explore how data, digital tools, and AI can be applied within existing permitting frameworks both to deliver near-term improvements and to complement and strengthen ongoing reform efforts.

  • Where AI, geospatial analytics, and shared data platforms can improve the speed, consistency, and quality of decisions under NEPA and related frameworks
  • How Federal initiatives, including the Permitting Technology Action Plan, can translate into practical implementation across agencies
  • How digital capabilities can support and reinforce emerging legislative reforms, improving how new policies are implemented in practice
  • Opportunities to improve alignment across federal, state, and local permitting systems through interoperable platforms and common data standards

WHY ATTEND

This is a focused, senior-level discussion designed to move beyond theory and into application.

Participants will engage directly with policymakers, engineers, infrastructure owners, and technology leaders to identify near-term, actionable opportunities to improve permitting outcomes, within existing systems and alongside evolving reforms.

Insights from the discussion will directly inform a forthcoming Cornell-led white paper on infrastructure permitting modernization, capturing practical recommendations for aligning policy, process, and technology.
