Fiona MacKinnon is a global operations leader with extensive experience helping organizations scale and navigate change by building strong partnerships, engaging stakeholders, and creating the operational foundations that enable teams to succeed. As Head of Global Operations, Infrastructure Policy Advancement (IPA) at Bentley Systems, she leads the operational strategy and execution that support Bentley’s global policy engagement, enabling cross-functional collaboration, organizational performance, and industry leadership in infrastructure transformation.

With more than 20 years of experience spanning international organizations, government, healthcare, and entrepreneurship, Fiona is recognized for building high-performing operations, leading transformational change, and strengthening collaboration across diverse teams and stakeholders.

 Before joining Bentley, she served as Operations and Engagement Officer at the G20 Global Infrastructure Hub (GI Hub), where she established and managed the organization’s Canadian operations while supporting stakeholder engagement globally.

Fiona holds a specialization in Psychology (Mental Health & Addiction) from McMaster University, multiple certifications from Harvard Business School in Management, Leadership, and Strategy Execution, and is a certified Professional Scrum Master (PSM I).
