Water infrastructure is under pressure from every direction. Climate risk is accelerating faster than the systems built to manage it. With the intensifying El Niño cycle already reshaping weather patterns across continents, the consequences of fragmented planning are no longer theoretical. Communities face floods, drought, and disrupted access not because the knowledge to act is absent, but because the connections between those who hold it are incomplete.

Resilience, properly understood, cannot be engineered asset by asset. It has to be designed across systems: the infrastructure systems that move and treat water, the governance systems that plan and fund it, and the human systems that depend on it. That requires not just better tools, but better conversations between the organisations responsible for each layer.

Twin Talks Stockholm brings together WSP, Arup, Oxfam and Infrastructure Policy Advancement, Bentley Systems’ thought leadership initiative at the UK Pavilion during Stockholm World Water Week 2026. Drawing on perspectives from engineering, humanitarian response, and digital infrastructure, this session asks a deceptively simple question: where are the gaps, and what do we do about them?

The format is deliberately conversational and interactive. Rather than a sequence of presentations, the two movements are designed to engage the audience directly, drawing on the perspectives in the room as much as those on the panel.
