Rory Linehan is the Director of Infrastructure Policy Advancement for Australia and New Zealand at Bentley Systems. With more than 15 years of experience spanning infrastructure, trade, investment, and climate policy, he works with governments, industry, and academia to advance digital infrastructure policy and accelerate the adoption of technologies that improve the delivery, resilience, and productivity of critical infrastructure.
Since joining Bentley, Rory has established the company’s infrastructure policy program in the United States, launching flagship industry forums, building strategic partnerships with leading institutions, and defining and enacting best-practice in infrastructure modernization, resilience, digital delivery, and permitting reform.
Previously, Rory held senior multilateral leadership roles advancing global infrastructure policy. He advised the Executive Vice President of the Inter-American Development Bank on sustainable infrastructure and development across Latin America and the Caribbean. At the G20 Global Infrastructure Hub, he led the engagement function, supporting international collaboration to mobilize private investment in infrastructure.
Rory has also held senior leadership roles across government and the private sector. As Director of International Relations for Asia Pacific at Jacobs, he led government affairs and strategic partnerships across eleven countries. Earlier, with Australia’s Department of Foreign Affairs and Trade (DFAT), he managed the advocacy campaign supporting Australia’s free trade agreements with China, Japan, Korea, and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). He later spent four years in Washington, D.C., leading Australia’s infrastructure policy engagement with the United States.
Rory is a guest lecturer on infrastructure policy at Cornell University and served as a Global Fellow at the Wilson Center, the U.S. Congress’s nonpartisan think tank.
Rory holds a Master of International Relations from Macquarie University and a Bachelor of International Business from the Australian National University.
