Rory Linehan is the Director of Infrastructure Policy Advancement for North America at Bentley Systems, based in Washington, D.C. With over 15 years of experience in infrastructure, trade, and climate policy, Rory works with stakeholders to demonstrate the economic and environmental advantages of digital infrastructure.

Prior to Bentley, Rory advised the Executive Vice President of the Inter-American Development Bank, supporting infrastructure development in Latin America and the Caribbean. At the G20 Global Infrastructure Hub, he led initiatives to mobilise private capital for infrastructure in Emerging Markets and Developing Economies (EMDEs).

Rory’s career includes leadership roles in the public and private sectors. As Director for International Relations APAC at Jacobs, he advanced global infrastructure partnerships.

Previously, he served as a diplomat and civil servant with Australia’s Department of Foreign Affairs and Trade, where he managed infrastructure priorities in the U.S. and supported major trade agreements across the Indo-Pacific.

A Global Fellow at the Wilson Center, Rory writes on U.S. infrastructure policy. He also advises the UN-backed Infrastructure Sustainable Learning Initiative (ISLe) and serves on the board of Stonewall Sports, the largest LGBTQ non-profit sporting league in the U.S.

Rory holds a master’s degree in International Relations from Macquarie University and a bachelor’s degree in International Business from the Australian National University.
